A major housing development proposed near Whitehaven is expected to gain planning approval next week, paving the way for the construction of 70 new homes in the Moor Row area despite concerns raised by nearby residents.

The application, submitted by John Swift Homes, involves the development of land situated between summer grove Park, West Lakes Science Park, Summer grove Hall, and the former Gale mire Quarry site. Planning officers have recommended that the scheme be approved when it comes before Cumberland Council’s planning committee on May 27.

According to planning documents, the proposed development would consist of 22 two-bedroom homes and 48 three-bedroom properties. Developers have also agreed that 10 percent of the homes will be designated as affordable housing, in line with council requirements.

The site covers approximately 8.36 hectares of land, much of which is currently used for agricultural grazing. Officials said the proposal forms part of wider efforts to address housing demand in West Cumbria while supporting growth around the nearby science and employment hubs.

Access to the development would be created through a new junction from Dalzell Street. However, this aspect of the plan has become one of the main points of concern among local residents. Objectors argue that Dalzell Street is already heavily used by commuters as a “rat-run,” and they fear the additional traffic generated by the housing estate could worsen congestion and create safety risks.

A total of 15 objections were submitted during the consultation period, with residents raising concerns over traffic levels, highway safety, and the impact of further development on local infrastructure. Some neighbours also questioned whether existing roads and public services in the area could cope with the increase in population.

Despite the objections, planning officers concluded that the benefits of the development outweigh the concerns, subject to several conditions being met. These include the affordable housing provision and improvements to pedestrian and transport connections in the surrounding area.

As part of the proposal, developers plan to create a pavement and cycle route linking the site with summer grove Park. The route would also serve as emergency vehicle access if required. Additional pavement links are planned to connect residents with West Lakes Science Park and Summer grove Hall, encouraging walking and cycling between the residential area and nearby workplaces.

The land already has outline planning permission for up to 40 self-build homes, but the new proposal significantly expands the scale of development on the site. The project reflects ongoing growth in and around Whitehaven, where several housing developments have either been approved or entered construction in recent years.

West Cumbria has seen increasing pressure for new housing linked to regional investment, economic development, and employment opportunities connected to energy, science, and infrastructure projects. Supporters of the scheme argue that additional homes are needed to meet future demand and support local economic growth.

Cumberland Council’s planning committee is expected to make a final decision on the application during its meeting next Wednesday. If approved, construction could begin following the completion of planning conditions and infrastructure agreements.
