Cumbria Police Federation Signals Conditional Support for Police Force Merger Proposals

The Cumbria Police Federation, the representative body for frontline officers in the county, has expressed a cautious position on the UK Government’s plans to overhaul the structure of police forces potentially reducing the current 43 forces into larger regional units.
While some local leaders have strongly opposed the idea, the Federation signalled it would support force mergers only if they genuinely bolster frontline policing and improve operational effectiveness rather than simply cutting costs or centralising bureaucracy. This attitude aligns with broader responses from policing bodies who want to see reforms driven by evidence and focused on strengthening capabilities and community safety.
Earlier reactions to the Government’s White Paper on policing reforms which proposes fewer, larger forces to tackle serious and organised crime alongside local policing have been mixed nationwide. National-level representatives such as the Police Federation of England and Wales have said that fewer forces alone won’t automatically guarantee better policing, emphasising the need for quality resources, investment, and protection of neighbourhood and specialist services.
In Cumbria, this message comes amid local debate over the future of policing structure, as figures like the county’s Police, Fire and Crime Commissioner have publicly opposed mergers, stressing that local policing remains essential in rural and geographically dispersed regions.
Federation leaders have repeatedly called on the Government to invest more in technology, infrastructure and staffing pointing to challenges in recruitment and retention across the service and argue that any structural changes must strengthen rather than weaken frontline capacity.
As policing reforms continue to be discussed at Westminster and across communities, the Cumbria Police Federation’s conditional support reflects both openness to change and firm insistence that frontline officers and local needs remain at the heart of any new model.
