Council plans crackdown on empty shops to revive town centres

27 Mar 2026 Council plans crackdown on empty shops to revive town centres

A Cumbrian council is exploring new measures to tackle empty high street buildings as part of efforts to revitalise town centres across the region.

Westmorland and Furness Council has proposed a pilot scheme that would use High Street Rental Auctions powers that allow authorities to step in and lease out long-term vacant commercial properties where landlords have failed to act.

The initiative would focus on key areas in Barrow, Kendal, Penrith and Ulverston, targeting locations with high vacancy rates and strong potential for regeneration.

Under the scheme, properties that have been empty for more than a year could be made available to new tenants, including small businesses, community groups and cultural organisations.

The council has launched a public consultation to gather feedback on the proposals, including the areas selected, possible benefits, and any concerns from residents and stakeholders. The consultation is open until April 7.

Officials say the move is aimed at boosting footfall and economic activity, while encouraging landlords to bring properties back into use voluntarily. The pilot will also help determine whether the scheme should be expanded to other areas in the future.

Council leaders have urged residents, businesses and organisations to take part, stressing that public input will play a key role in shaping the final plans.
