£5m Education Fund Launched To Boost Opportunities For Barrow Pupils

03 Oct 2026 £5m Education Fund Launched To Boost Opportunities For Barrow Pupils

A £5m education fund has launched in Barrow with the aim of improving opportunities and supporting disadvantaged young people.

The Brilliant Futures Fund was officially launched through an education conference held at Barrow Town Hall. The programme is being delivered by Westmorland and Furness Council and is designed to help pupils gain qualifications, develop skills and access wider opportunities. The initiative forms part of broader work involving local schools, the Government and Team Barrow, with education leaders helping to shape how the funding will be used.

The Barrow Brilliant Futures Education Conference brought together school leaders, education organisations and representatives from across the town. The event provided an opportunity to discuss the challenges facing children and young people and consider how the new funding could support schools. It also included contributions from young people, ensuring that pupils had a direct opportunity to take part in discussions about education in their community.

The conference featured keynote speeches from Professor Jonathan Sharples of Manchester Metropolitan University and Jane Fletcher, chief executive of Aldridge Education. Their contributions formed part of a wider programme of discussions focused on educational opportunities and the support available to young people in Barrow. Workshops and panel sessions also allowed participants to consider practical priorities for the new fund.

Tyler McDermott, a sixth form student from Hindpool, took part in panel discussions during the conference as a representative of young people in Barrow. His involvement provided a student perspective alongside the views of education leaders and other organisations. The inclusion of young people is intended to ensure that their experiences and views remain part of discussions about how the programme develops.

The £5m fund is part of the wider work of Team Barrow, a partnership involving the Government, Westmorland and Furness Council and BAE Systems. The programme has been developed with local schools and the Government, with the intention of directing investment towards areas where schools identify a need for additional support. Education forms one part of the wider ambitions for improving opportunities and long term prospects in Barrow.

Professor Janet Lord OBE, chair of the Barrow Education Delivery Group, said the conference represented the beginning of a longer term programme that would be shaped by schools. She highlighted the importance of addressing differences in opportunity between young people and building on the work already being carried out by schools in the town. The fund is intended to support schools in areas where they identify opportunities for further improvement.

Milorad Vasic, strategic director of children’s services at Westmorland and Furness Council, said the conference had provided an opportunity to listen directly to school leaders. He said the council was committed to ensuring that the Brilliant Futures Fund responded to the needs of children and young people in Barrow. He also noted that the majority of Barrow schools are rated good by Ofsted, providing a foundation for the next stage of the programme.

The council has said that school leaders will play an important role in determining how the fund is used. Their experience of working directly with pupils and families means they can identify areas where additional capacity or resources could have the greatest practical value. The programme is therefore intended to develop through collaboration rather than relying solely on decisions made outside the local education community.

The University of Cumbria is also involved in the development of the programme. Professor Julie Mennell, the university's vice chancellor, said the first projects supported by the fund would focus on several areas of education. These include headteacher professional development, additional capacity for an enrichment framework and support for pupils moving from primary school into secondary education.

The planned projects are intended to address different stages of a pupil's educational experience. Professional development for headteachers will support school leadership, while additional capacity for enrichment activities is intended to widen the experiences available to pupils. Support for the transition between primary and secondary education will focus on a period when pupils move into a different stage of their schooling.

Further details about the first projects and their delivery timelines are expected to be developed in the coming weeks. The fund is therefore at an early stage, with the conference providing an opportunity to identify priorities and establish how the programme can respond to local needs. Schools and education partners will continue to contribute to the development of individual projects as the work progresses.

The programme also reflects a wider effort to improve educational opportunities for young people in Barrow. The Brilliant Futures Fund is being introduced alongside other initiatives designed to strengthen skills and pathways for pupils. Earlier plans announced by Team Barrow have included additional investment in technical education, reflecting a broader focus on connecting education with future opportunities for young people and the local workforce.

The fund's focus on disadvantaged youngsters means that improving access to opportunities is a central part of its purpose. Education leaders involved in the programme have highlighted the need to address differences in opportunity while recognising the existing work being undertaken by schools. The funding is intended to provide additional support where schools identify gaps or areas in which further resources could help pupils.

The involvement of local schools is expected to remain central as the programme develops. School leaders will have the opportunity to identify practical challenges and contribute to decisions about the types of support that should be prioritised. This approach is intended to ensure that the fund remains connected to the circumstances experienced by pupils, teachers and school communities across Barrow.

The launch conference also provided an opportunity for education partners to discuss how the programme can develop over the longer term. Representatives from schools, local government, higher education and other organisations contributed to the discussions, while the participation of a sixth form student provided a direct young person’s perspective. Further work will now focus on turning the priorities identified through the programme into specific projects.

The £5m Brilliant Futures Fund represents a significant investment in education across Barrow and is intended to support pupils through a range of measures rather than a single programme. Initial projects will focus on leadership development, enrichment opportunities and transitions between stages of education. As further details are developed, schools and partners will continue to shape how the funding is delivered and how it responds to the needs of young people in the town.
