48-Hour Dispersal Order Issued in Appleby Over Illegal Horse and Cart Racing
Cumbria Police have imposed a temporary dispersal order across parts of Appleby after receiving reports of unsafe horse and cart racing during the town’s annual visitor gathering.
The order, which came into effect on Friday evening, grants officers' additional powers to direct individuals to leave designated areas if they are believed to be involved in anti-social behaviour, disorder, or activities posing a risk to public safety.
Authorities said the decision followed several complaints regarding dangerous racing involving horses and carts on public roads around Appleby. Police warned that such behaviour places participants, spectators, motorists, and animals at serious risk of injury.
The dispersal order will remain active for 48 hours and covers key areas where large crowds and vehicle congestion have been reported. Officers have increased patrols throughout the town and surrounding roads as part of efforts to maintain order during the busy weekend period.
Police stressed that the vast majority of visitors attending the traditional Appleby gathering behave responsibly, but a small minority engaging in reckless activity can create significant safety concerns for both residents and travellers.
Road safety remains a major issue during the annual event, which attracts thousands of people from across the UK. In previous years, authorities have repeatedly warned against racing horses on highways, citing the danger posed by fast-moving carts mixing with normal traffic and pedestrians.
Local officers are continuing to work alongside partner agencies to monitor conditions in the area, manage traffic, and respond quickly to incidents requiring police intervention.
Residents and visitors have also been encouraged to report dangerous driving, anti-social behaviour, or any incidents involving animal welfare concerns as enforcement activity continues throughout the weekend.
