Cumbria Identified as Potential Site for New UK Munitions and Explosives Factories
Cumbria has been named as one of the Government’s potential locations for a new generation of factories producing munitions and military explosives. The announcement is part of a wider plan to strengthen the UK’s warfighting readiness and expand modern defence manufacturing.
The county is one of 13 areas highlighted by Defence Secretary John Healey as suitable for the development of “factories of the future,” with industry now set to be invited to submit proposals for meeting the Government’s requirements on energetics production.
To accelerate the programme, the Ministry of Defence (MoD) has already funded several feasibility studies designed to support the launch of high-volume energetics manufacturing for the first time in nearly 20 years. Engineering and design work for the first of the new factories has been commissioned, with the aim of supplying the UK’s armed forces and sustaining continued support for Ukraine.
The Strategic Defence Review published in June confirmed £1.5 billion in additional investment for munitions and energetics, including an “always-on” munitions pipeline. As part of the commitment, the Government plans to build at least six new factories during this Parliament, creating a minimum of 1,000 jobs nationwide.
Defence spending currently supports more than 460,000 jobs across the UK, including over 24,000 MoD apprenticeships. In the last financial year, the Ministry of Defence spent £31.7 billion with UK-based businesses.

Penrith & Solway MP Markus Campbell-Savours welcomed the announcement.
“Cumbria has a long proud manufacturing history,” he said. “I said my number one priority was to bring jobs and investment to our area. That’s exactly what Labour’s defence investment will deliver.”
