65 New Homes Approved At Former Second World War Army Camp Near Carlisle

01 Nov 2026 65 New Homes Approved At Former Second World War Army Camp Near Carlisle

Plans for 65 homes on a former Second World War army camp near Carlisle have been approved, subject to planning conditions.

The development, proposed by Story Homes, will be built on approximately 6.7 acres of land at Hadrian’s Camp on Houghton Road, in the southern part of Houghton. The scheme, named Eden Grove, will include a mixture of two to six-bedroom properties, alongside landscaped open spaces and a central play area. The homes are intended to provide a range of options for first-time buyers, families and people looking to move to smaller properties.

The plans were considered by Cumberland Council’s planning committee on 15 April 2026. Members resolved to approve the application subject to planning conditions and a Section 106 legal agreement. The agreement is intended to secure 13 affordable homes, a contribution of £491,760 towards secondary education provision and £6,000 for monitoring the development’s travel plan.

Flooding was a significant concern raised during the planning process, particularly because Houghton Road has experienced flooding linked to a nearby tributary. Parish representatives questioned whether additional development could worsen the situation. Planning officers said conditions would be used to manage flood risk, while the applicant’s agent stated that surface water from the development would drain in the opposite direction.

Hadrian’s Camp dates back to the beginning of the Second World War, when it was established as a military basic training facility. The site once contained a gymnasium, teaching blocks, a cookhouse, baths and approximately 120 huts. It closed in 1969 and has since become an overgrown former military site. Its redevelopment will bring the land into residential use.

The new neighbourhood is also expected to include electric vehicle charging points, solar panels and sustainable drainage measures, according to the developer. Story Homes has said construction work is expected to begin in late 2026, bringing opportunities for local employment and suppliers during the building phase.
